The bill (Reg. No. 11199) obligates local self-government bodies to determine reduced tariffs for water supply and water disposal at the cost of subventions from the state budget to local budgets.
During the discussion, members of the Committee stressed that the present version of the law stipulates the powers of local self-government bodies to determine tariffs for all consumer categories. Practical implementation of bill provisions may lead to ungrounded narrowing of powers of local self-government bodies. In addition, the laws on housing and utilities sector do not provide the definition of “reduced tariff”.
